The director went up to Alishan after typhoon Morakot, originally intended to record the aftermath on Alishan, but rather he finds himself filming in a forest full on myths, wonders and lies. In these stories, one sees parallels to the story of a legendary man in a red cape Wu Feng. While the director originally had thought the government would re-evaluate the use of land and forest on Alishan, the government simply charged ahead with the reconstruction of the Alishan Highway for the purpose of bringing more tourists up the hills in large tour buses. The wider they build the road, the more damages they bring. Sustainable land management does not seem to be on the mind of the government. During the process of filming, the director does not find any coherent plan, but only senses awkwardness throughout Alishan, as it the spirit of Wu Feng that once haunted the forest had never left.
