The documentary is about a parade of the Rome Metropolitan Guards, a unit founded by Mussolini. Before the drawn up Guards, the Duce decorates the soldiers for out- standing bravery. The short parade ends with the Duce's speech from the stand and the delivery of Rome Black Shirts' flag to the Guards. The flag is blessed by a priest and then hoisted. To the music of a military band, troops from different units march one after the other. They include cyclists, motorcyclists, cavalry, tank corps, and even police dogs.
