The Global Environment Facility (GEF) would seem to be a promising effort in the area of environmental protection, at least on paper, with its two and a half billion dollars in funding for the safeguarding of forest and wildlife throughout the globe. But are such novelties bankrolled by international financial institutions mere rhetoric? Do they reflect policy-making inside the World Bank?
