Morocco's water resources are scarce and difficult to access, two factors that have limited the country's economic growth. The inflow of international investment capital and mass tourism has compounded the ageold problems of drought and desertification. One solution is to privatize the water supply, as Marrakech recently did, or return to municipal management, the alternative operated by NeufchÁ¢teau, France.
